Procurement Executive (Buyer) - 2 Year Contract

About the role

Procurement underpins the delivery of Government digital services in a value-for-money and timely way. As a Buyer in the Procurement and Contracts Division, you will support assigned divisions by combining reliable execution with sound judgement, clarifying issues, recommending practical options and facilitating decisions within established procurement procedures. This is a 2-year contract position.

Key responsibilities

• Advise and guide assigned divisions on procurement processes, clarify ambiguous or conflicting requirements and help resolve operational issues as they arise.
• Execute end-to-end procurement transactions using internal purchase request systems and GeBIZ, including publishing ITQ, RFQ, ITT and corrigenda notices, retrieving bids, verifying details and approvals, processing awards and issuing purchase orders.
• Evaluate case-specific circumstances against procurement requirements to safeguard governance, flag risks and escalate exceptions appropriately.
• Support post-award activities using Workday for supplier contract creation, change orders and purchase order housekeeping where applicable.
• Identify recurring pain points and contribute to simpler processes, knowledge tools and suitable automation or AI solutions with human oversight.

Required profile

• An organised and meticulous approach to managing tasks accurately and reliably across assigned procurement portfolios.
• Ability to manage competing priorities independently in a fast-paced environment.
• Clear communication and stakeholder engagement skills, able to manage expectations and work through unclear or conflicting information.
• A problem-solving mindset, curious and service-oriented, willing to engage stakeholders to question and clarify information.
• Knowledge of the Government Instruction Manual on Procurement, GeBIZ or procurement operations is an advantage but not required; applicants without prior procurement experience are welcome to apply.
