Product Owner, Job Matching Portal

About the role

The employer is seeking an experienced Product Owner to lead the transformation of its job matching portal. Working with other Product Owners in the cluster, the role shapes how individuals and jobseekers navigate their career journeys, creates opportunities for experimentation and builds a broader culture of career planning. Product decisions affect job search and career opportunities for Singaporeans while meeting government policy and strategic requirements.

Key responsibilities

• Lead agile teams through product development cycles, prioritise features and manage backlogs
• Translate complex business needs and government requirements into achievable product milestones and clear product strategies
• Collaborate with stakeholders across government agencies to align product direction with policy requirements
• Analyse user behaviour data and feedback to make evidence-based product decisions that drive engagement
• Manage relationships with internal teams, government agencies and external partners, and resolve sensitive complaints
• Ensure product alignment with government policy while delivering an optimal user experience
• Initiate product experiments, including GenAI use cases, and evaluate results with OKRs

Required profile

• Experience developing agile product roadmaps that balance user needs, technical constraints and business objectives
• Experience creating and refining user stories with clear acceptance criteria
• Experience conducting user research and usability testing to validate product decisions
• Experience with agile methodologies and career-related tools in a digital product environment is preferred
• Preferred: proven track record of launching digital products

Required skills

• Data-informed product roadmaps, feature prioritisation and OKR tracking
• Agile delivery, backlog management and sprint planning
• User-centred design, applying behavioural science to user engagement
• Analytics tools such as GA4 and clickstream analysis, and A/B testing
