Project Manager – Outside Plant & Infrastructure

About the role

Singtel is seeking a Project Manager to lead Outside Plant implementation, maintenance and incident management for its telecom infrastructure. The role combines technical design, construction oversight, and stakeholder negotiation to ensure reliable network services.

Key responsibilities

• Lead day‑to‑day Outside Plant implementation, maintenance and operations, including cable‑outage and damage incident management.
• Act as Incident Manager for cable‑damage incidents, coordinating restoration with staff, contractors, authorities and the Singtel Command Center.
• Conduct root‑cause investigations, pursue compensation recovery and resolve rerouting, diversion and protection issues.
• Plan and design Common/Universal Service Duct networks, performing feasibility studies, trench alignment, detailed design, underground‑space optimisation and cost estimation.
• Represent Singtel in technical discussions and negotiations with agencies, utilities and other stakeholders.
• Develop tender requirements, evaluate bids and manage contractors through construction, ensuring engineering, safety and quality compliance.
• Oversee underground infrastructure operations, access governance, asset integrity and GIS/as‑built information management.
• Lead technical, commercial and contractual negotiations, manage commercial commitments and resolve disputes.

Required profile

• Bachelor’s degree in Civil, Electrical, Mechanical or related Engineering discipline.
• Minimum 3 years of experience in telecommunications, underground utility or infrastructure projects, covering Outside Plant operations, design and construction management.
• Proven experience in incident/restore management, contractor performance auditing and safety compliance.
• Demonstrated ability to coordinate multi‑disciplinary stakeholders and lead technical negotiations.
