Resident Technical Officer

About the role

The Resident Technical Officer (RTO) will support LTA infrastructure projects by monitoring site activities, reporting incidents and ensuring compliance with safety and quality standards. Reporting directly to the Resident Engineer (RE) and Site Reliability Engineer (SRE), the RTO acts as the on‑site technical liaison for civil works.

Key responsibilities

• Monitor all site activities, incidents and near‑misses and report non‑compliance to the RE and Qualified Person Supervision.
• Assist engineers with supervision of viaduct/bridge construction, civil works, flexible pavement installation, road re‑alignment, fencing and related infrastructure.
• Prepare daily reports for clients and maintain documentation of site changes and construction schedules.
• Supervise construction work to ensure adherence to plans, drawings, risk assessments and specifications.
• Enforce health and safety policies, verify contractor and subcontractor compliance with safety checklists, and reject sub‑standard work.
• Conduct standing supervision for critical activities, working 44 hours per week on‑site at Changi Aviation Park.
• Participate in rotation shifts as required.

Required profile

• Experience in supervising civil and infrastructure construction projects.
• Ability to prepare and submit daily site reports.
• Strong awareness of health, safety and quality standards.
• Willingness to work rotation shifts and full‑time on‑site.
