Resident Technical Officer

About the role

The Resident Technical Officer (RTO) will act as the on‑site technical authority for civil and structural works, ensuring that all construction activities comply with authority regulations and project specifications. Reporting to senior management, the RTO coordinates with contractors, reviews designs, and oversees the installation of critical systems.

Key responsibilities

• Review all authority and contractor drawings and provide required endorsements.
• Supervise permanent and temporary civil and structural works.
• Verify that contractors have obtained all necessary permits and clearances.
• Conduct site inspections, enforce corrective actions, and implement preventive measures to protect surrounding structures.
• Evaluate formwork structures and support systems.
• Oversee safety, environmental, and health compliance on site.
• Supervise installation of instrumentation, sanitary, plumbing, and pump drainage systems.
• Monitor instrumentation data, interpret results, and present analytical findings.
• Review contractor designs and ensure quality of all executed works.

Required profile

• Accredited Resident Technical Officer (RTO) by the Institute of Engineers Singapore (IES) and/or Association of Consulting Engineers Singapore (ACES).
• Bachelor’s degree or Post‑Graduate Diploma in a relevant engineering discipline.
• Minimum of five (5) years of engineering experience, preferably in construction.
