Resident Technical Officer

About the role

The Resident Technical Officer (RTO) acts as the client’s representative on HDB and LTA construction sites across Singapore. Reporting to the appointed Qualified Person(s), the RTO ensures that all works comply with contracts, design intent, and regulatory requirements.

Key responsibilities

• Supervise construction activities and enforce quality control standards.
• Verify that works follow project specifications, approved drawings, and site instructions.
• Ensure contractors comply with building authority and government regulations.
• Inspect materials, perform workmanship tests, and conduct material quality checks.
• Review project drawings and specifications, flagging discrepancies to the Qualified Person and consultants.
• Participate in meetings with qualified persons and project consultants.
• Prepare progress reports for clients and handle ad‑hoc duties as directed.

Required profile

• Diploma or Degree in Civil & Structural Engineering.
• Accredited as a Resident Technical Officer by IES or ACES (preferred).
• Certificate in Building Construction Safety Supervision (BCSS) or equivalent.
• Minimum 2 years experience as an RTO or site‑based engineer on HDB/LTA projects.

Required skills

• Interpretation of architectural and structural drawings.
• Construction site supervision and quality control.
• Material testing and inspection.
• Knowledge of Singapore building regulations and safety standards.
