Resident Technical Officer (RTO) – Contract

About the role

As a key member of the site team, the Resident Technical Officer (RTO) ensures successful project delivery through strong technical expertise, meticulous record‑keeping, and coordination with multiple stakeholders.

Key responsibilities

• Review and endorse all drawings from authorities and contractors, providing necessary endorsements.
• Supervise all site works, including civil, architectural, plumbing, sanitary, drainage, and sewer systems.
• Oversee full‑time supervision for new building erection works.
• Coordinate with contractors, QP(S), QP(D), agencies, interfacing contractors, and consultants.
• Maintain accurate and updated site records, covering variation works, inspections, progress reports, and safety compliance.
• Prepare daily reports on contractor activities and site manpower status.
• Review and assess formwork structures and support systems; submit evaluation reports endorsed by a PE.
• Monitor safety, environmental, and health compliance on site.
• Supervise installation of instrumentation and perform shift duties as assigned by the Resident Engineer.

Required profile

• Diploma in Civil/Structural Engineering from a recognized institution.
• Minimum 10 years of experience as a Resident Technical Officer.
• Familiarity with extensive A&A works in operational buildings.
• Strong knowledge of the Building Control Act and related regulations.
• Experience in civil works, plumbing, sanitary, drainage, sewer systems, deep excavation (ERSS), demolition, and reinforced concrete piling.
• Registered with IES/BCA as a Resident Technical Officer.
