Risk Management Facilitator

About the role

The Risk Management Facilitator (RMF) will lead the end‑to‑end preparation and submission of civil design and construction safety documentation for LTA‑regulated infrastructure projects in Singapore. The role ensures project safety compliance by representing the team at regulatory review meetings, conducting risk analysis throughout the project lifecycle, and aligning all deliverables with LTA safety requirements.

Key responsibilities

• Lead and manage the preparation of Civil Construction Safety Submissions (CNSS), Civil Design Safety Submissions (CDSS) and Project Safety Reviews (PSR).
• Represent the project team at LTA Project Safety Committee Meetings, presenting and defending CNSS submissions.
• Conduct comprehensive risk analysis, monitoring and reporting across the project lifecycle.
• Prepare, compile and submit all required civil design, construction and project safety documentation to LTA within stipulated timelines.
• Facilitate and lead risk‑management meetings and presentations with LTA stakeholders to ensure alignment on safety requirements and mitigation strategies.

Required profile

• Degree in Civil Engineering from a recognised university.
• 8–10 years of relevant experience in heavy civil engineering works and structural design.
• Strong understanding of end‑to‑end construction processes, methodology and technical expertise.
• Working knowledge of safety and health practices in the construction industry.
• Proven track record in design and construction management of transit or rail projects.
• Team player with collaborative approach, strong work ethic and integrity.
