Senior Business Development & Programme Manager

About the role

co11ab, Singapore’s first biomedtech incubator, is seeking a Senior Assistant Manager/Manager to lead business development and programme initiatives. Reporting to the Deputy Director, you will shape the ecosystem growth strategy, attract high‑potential startups, and forge strategic partnerships to strengthen co11ab’s position as a leading biomedical innovation hub.

Key responsibilities

• Develop and execute business development strategies to attract biomedical, medtech and health‑tech startups locally and internationally.
• Establish and manage sourcing channels with accelerators, universities, research institutes, hospitals, corporates, investors and government agencies.
• Lead startup recruitment, conversion and membership growth to enhance ecosystem quality and occupancy.
• Analyse market trends, identify growth opportunities and recommend initiatives to improve competitiveness.
• Represent co11ab at regional and international ecosystem events to raise its profile.
• Develop, manage and expand strategic partnerships with NTU, NHG, A*STAR and other stakeholders.
• Drive collaborations that accelerate clinical validation, translational research, commercialisation and market access for startups.
• Support strategic planning and ecosystem development initiatives.

Required profile

• Proven experience in business development, partnership management or ecosystem growth within the biomedical, medtech or health‑tech sectors.
• Strong network with accelerators, research institutions, hospitals, investors and government agencies.
• Ability to analyse market trends and translate insights into actionable strategies.
• Excellent communication and stakeholder‑engagement skills.
• Track record of delivering programmes or grant‑funded initiatives.
