Senior Business Partner, Strategic Procurement

About the role

Enterprise Singapore's Finance, Procurement and Administration team is looking for a (Senior) Business Partner, Strategic Procurement. The role manages the budget for fiscal sustainability, drives value-for-money in purchases and ensures a safe work environment, while supporting digitalisation through data, automation and emerging technologies. It suits early-career professionals wanting a foundation in public sector procurement and exposure to technology-enabled process improvement. The position reports to the Deputy Director of Strategic Procurement.

Key responsibilities

• Act as a strategic partner to divisions, advising on procurement activities so they align with organisational goals
• Ensure procurement transactions comply with procurement policies and guidelines, maintaining high governance standards
• Review and implement procurement policies and procedures, and drive initiatives to improve processes
• Collaborate with internal stakeholders to understand their needs and provide solutions
• Identify and mitigate procurement risks to protect the organisation's interests
• Assist in developing and testing data analytics, dashboards and basic AI-enabled use cases (trend analysis, exception identification) using tools such as Power BI, Tableau, SQL or Python
• Support management reports, data analysis and automated reporting to improve transparency and data-driven decisions

Required profile

• Tertiary qualification
• At least 3 to 5 years of working experience
• Prior experience in public sector procurement and/or knowledge of Government Instruction Manuals is advantageous
• Strong communication and stakeholder engagement skills, organised and meticulous
• Ability to work independently and collaboratively
• Foundational knowledge or interest in data analytics, automation or digital tools (SQL, Python, generative AI)
• Understanding of how technology and data can improve procurement or business processes
