Senior Engineer (Civil / M&E Engineering)

About the role

This Senior Engineer position covers civil and mechanical and electrical (M&E) engineering at Changi Airport Terminal 2. You will manage project work, addition and alteration (A&A) works and supervise the maintenance of buildings and facilities or their M&E systems, proposing and running improvement initiatives that raise reliability, operational effectiveness and productivity while reducing cost and resource use.

Key responsibilities

• Formulate policies, guidelines and standard operating procedures for technologies and operations to ensure sustainable operations.
• Review and prepare technical specifications, contractual terms and requirement specifications for tenders and procurement of goods and services.
• Ensure buildings and facilities, which house critical equipment for Air Traffic Control services, comply with local building authority standards, codes of practice and guidelines such as BCA Green Mark and the Building Maintenance and Strata Management Act.
• Manage maintenance contractors so that all maintenance meets high performance standards.
• Ensure the quality and integrity of projects and A&A works, and manage project resources, finance and schedule with internal and external parties.
• Support the renovation of existing or development of new offices and equipment rooms from project start to handover to users or system owners.

Required profile

• Training in Civil Engineering, Project, Mechanical or Electrical Engineering, or Facilities Management, Building or equivalent.
• Experience in civil maintenance works such as cleaning, grass cutting, waste disposal, pest control, waterproofing, structural inspection and minor building works.
• Good experience drafting and managing contracts, especially facilities management contracts.
• Experience in project and facilities management, and good knowledge of M&E systems.
• Ability to respond on site at any time and support night work and duties.
• Team player able to work with officers of all levels, with good communication, writing and interpersonal skills.

Required skills

• BIM concepts and management processes, including BIM project implementation for existing and new initiatives.
• Public sector procurement procedures and regulatory requirements (added advantage).
