Senior Project Manager

About the role

We are seeking a Senior Project Manager to lead the end‑to‑end delivery of critical digital systems for Singapore’s public housing authority. You will translate strategic ambitions into robust, scalable solutions that serve millions of residents.

Key responsibilities

• Lead systems analysis, design and implementation from requirements gathering through go‑live.
• Oversee integration of HDB internal platforms with whole‑of‑government services such as Singpass, Corppass and GovTech.
• Drive user‑acceptance testing and ensure releases meet public‑sector quality standards.
• Provide technical leadership, mentor project teams and guide architectural decisions.
• Manage external vendors and align multiple business units to a unified delivery roadmap.
• Produce and maintain BRDs, functional specifications, system designs and test plans for audit compliance.

Required profile

• 5+ years of experience in systems analysis, IT project delivery or related roles, preferably in large enterprises or the public sector.
• Hands‑on technical background with experience in Java, JavaScript, Angular and SQL.
• Proven ability to manage the full software development lifecycle using Waterfall, Agile or hybrid approaches.
• Familiarity with Singapore government digital frameworks is a strong plus.
• Degree in Computer Science, IT, Information Systems or a related discipline.
• Relevant certifications (e.g., PMP, CITPM) are advantageous.
