Senior/Manager, Data Partnerships - Transport AI Programme

About the role

The Land Transport Authority (LTA) in Singapore is investing in AI capabilities to improve how its land transport network is sensed, managed and optimised. AI systems depend on data, so LTA is looking for a Senior/Manager to establish and lead its data acquisition and partnership function, which will enable operationally relevant data use cases and AI-enabled applications. Beyond internal data, relevant datasets lie across government agencies, industry partners and contractors, each with its own access controls and sharing frameworks.

Key responsibilities

• Lead a team to turn the concept of operations into a prioritised multi-modal data acquisition roadmap, sequencing effort by operational value and feasibility.
• Engage stakeholders and negotiate data access with government agencies, statutory boards, industries and research institutions.
• Define and enforce standards for received data, including file formats, data schemas, metadata requirements and update cadences, and help partners or contractors adapt to them.
• Identify and build a platform for consolidating data from multiple sources, especially where security and classification constraints apply, working with technical, legal and cybersecurity colleagues.
• Ensure data governance, with compliant handling, agreements and access controls, and work with analytical, AI development and product teams to onboard data for use case development.

Required profile

• Computer Science, Infocomm Technology, Engineering or a related field, with at least 8 years of relevant experience including 3+ years in a leadership capacity.
• Experience in data governance, inter-agency coordination or data strategy strongly preferred.
• Prior public service experience or close work with government agencies and data security and classification frameworks is a significant advantage.
• Demonstrated experience negotiating data access or managing data sharing in a government or operationally complex environment.
• Experience building or leading a team of data scientists and engineers to deliver data pipelines, warehouses and data sharing capabilities.
• Experience working in cross-functional teams with technical and non-technical stakeholders.

Required skills

• Plus: familiarity with data cataloguing, metadata management or platform environments.
