Tender Manager – Building & Infrastructure (B&I)

About the role

Bureau Veritas Singapore is looking for an experienced Tender Manager to lead the end‑to‑end preparation, management and submission of strategic tenders for Building & Infrastructure projects across Singapore and selected regional markets. The role drives the full bid lifecycle, from evaluating opportunities to handing over awarded projects to operations.

Key responsibilities

• Lead the complete tender process for public and private sector opportunities, reviewing RFPs, RFQs, ITTs and framework agreements.
• Develop winning bid strategies, coordinate multidisciplinary teams and ensure technically compliant, commercially competitive submissions on time.
• Manage commercial and risk aspects, reviewing contracts, pricing structures and supporting negotiations with Finance, Legal and Operations.
• Conduct post‑submission reviews, win/loss analyses and maintain tender records to drive continuous improvement.

Required profile

• Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Architecture, Business Administration or related field.
• 8‑10 years of experience in tender, bid or proposal management within Building & Infrastructure, engineering consultancy or construction sectors.
• Strong understanding of Singapore’s public‑sector procurement and experience with major government agencies.
• Proven ability to lead bid teams and secure high‑value contracts.

Required skills

• Familiarity with GeBIZ tendering processes and public procurement requirements.
• Working knowledge of FIDIC contracts, consultancy agreements, design‑and‑build and project‑management contracts.
• Knowledge of Singapore construction regulations, Workplace Safety and Health (WSH) standards and BCA industry practices.
