Tender Manager

About the role

Bureau Veritas Singapore is looking for an experienced Tender Manager to lead the end‑to‑end preparation, management and submission of strategic tenders for building and infrastructure projects across Singapore and selected regional markets.

Key responsibilities

• Lead the full tender lifecycle, from evaluating RFPs and developing bid strategies to preparing technical proposals, pricing models and client presentations.
• Coordinate multidisciplinary bid teams, ensure technical compliance, commercial competitiveness and timely delivery of all submissions.
• Review contracts, commercial terms and pricing structures, identify risks and opportunities, and work with Finance, Legal and Operations to mitigate risks.
• Conduct post‑submission and post‑award reviews, capture lessons learned and drive continuous improvement of bid quality and win rates.
• Oversee smooth handover of awarded projects to operational teams and maintain tender records and performance metrics.

Required profile

• Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Architecture, Business Administration or related field.
• 8‑10 years of experience in tender/bid management within building & infrastructure, engineering consultancy or construction sectors.
• Strong understanding of Singapore’s public‑sector procurement environment and experience with major government agencies.
• Proven ability to lead bid teams, negotiate contracts and secure high‑value contracts.
• Excellent commercial, financial and contract review skills.

Required skills

• Familiarity with GeBIZ tendering processes and public procurement requirements.
• Working knowledge of FIDIC, design‑and‑build and project management contracts.
• Knowledge of Singapore construction regulations, Workplace Safety and Health (WSH) requirements and BCA industry practices.
• Risk assessment and mitigation expertise.
