VP Technical Delivery Manager, Group Technology

About the role

The VP Technical Delivery Manager will lead the end‑to‑end technical delivery of large‑scale banking projects across Singapore. You will ensure projects are executed on scope, timeline and budget while complying with bank policies and regulatory requirements. The role involves coordinating multi‑vendor teams, driving solution design and partnering with architects to bring innovative solutions to life.

Key responsibilities

• Lead successful execution and technical delivery of projects meeting scope, timeline and budget, in compliance with bank policies and regulatory requirements.
• Drive data, design and solution discussions with vendors, technology teams and user groups.
• Lead and manage multi‑vendor teams to deliver solutions and support the bank’s commitments.
• Provide status updates on technical delivery to the Project Manager.
• Partner with Solution and Enterprise Architects to deliver technical innovations and translate concepts into working solutions.
• Ensure solution design complies with enterprise design principles, security and control standards in collaboration with Architects and Development Lead.
• Work with Test Manager to formulate comprehensive system test plans aligned with project scope and quality targets.
• Identify, raise and proactively manage risks and issues, escalating where necessary.
• Manage relationships across business lines and external parties, handling escalations, expectations, conflicts and scope changes.
• Organise and chair governance meetings, preparing materials and minutes.

Required profile

• Bachelor’s degree in Computer Science, Engineering or a related discipline; PMP certification preferred.
• Minimum 8 years of experience as a Technical Manager in the banking or financial services industry.
• Proven experience delivering large‑scale, multi‑interface applications across the region.
• Hands‑on experience with full Software Development Life Cycle and Agile methodologies.
• Strong communication, organizational and stakeholder‑management skills, with the ability to coordinate multiple stakeholders in a diverse organization.
• Self‑starter who can work independently, handle ambiguity and drive issues to closure.
