WSHE Officer (Civil / Marine Construction)

About the role

The WSHE Officer will lead Workplace Safety, Health and Environmental (WSHE) initiatives for civil and marine construction projects. Reporting to the Site Manager, you will ensure compliance with Singapore’s WSH Act, related regulations and the Environmental Public Health Act.

Key responsibilities

• Carry out duties under the WSH Act, WSH (Officers) Regulations and Environmental Public Health Act.
• Develop, implement and maintain WSHE management procedures, administrative processes and record‑keeping systems.
• Support the WSHE committee as secretary, guiding members in their safety responsibilities.
• Conduct team and individual WSHE inspections, prepare reports and follow‑up actions.
• Organise and deliver WSHE briefings and training sessions for all personnel.
• Investigate incidents and accidents, and formulate preventive measures.
• Ensure risk‑assessment control measures are applied on‑site.
• Stop work or alert the Site Manager when WSHE deviations occur.

Required profile

• Specialist Diploma in Safety, Health and Environment recognised by Singapore’s Ministry of Manpower.
• Minimum five years of experience in the construction industry, preferably with marine works such as jetty construction, quay walls, cofferdams, piling, dredging or ground improvement.
• Registered Workplace Safety and Health Officer (WSHO) with the Ministry of Manpower.
• Registered Environmental Control Officer with the National Environment Agency.

• Supervision of Metal Scaffold Erection certification.
• Confined Space Safety Assessor certification.
• Manage Hazardous Substances certification.
• Control Noise and Vibration certification.
