Assistant Contracts Manager – Building Construction

About the role

The Assistant Contracts Manager (Building Construction) supports the delivery of strong commercial outcomes by managing tender risk, project cost, procurement processes and early identification of financial and legal risks. The role provides guidance to project teams, mentors managers and quantity surveyors, audits cost reporting and advises senior leadership on risk and profitability.

Key responsibilities

• Participate in tender and project reviews for major projects (typically > SGD 25 million).
• Review and discuss cost reports to ensure accurate forecasting and uniform reporting practices.
• Analyse specifications and contract conditions, proposing procurement and legal strategies for pre‑contract phases.
• Assess cost competitiveness, advise on specification and contract risks, and recommend tender submissions.
• Validate profit levels at tender stage to align with risk exposure.
• Audit project and contract administration functions, including SOP compliance and subcontract management.
• Assist with commercial and legal matters such as extensions of time and cost claims.
• Collaborate with Finance, Corporate Planning, Legal and Governance teams as required.
• Liaise with group companies to schedule and attend tender, cost control and feedback meetings, providing advice and meeting minutes.

Required profile

• Proven experience in construction contract administration and cost management.
• Strong understanding of tender processes, financial risk analysis and legal/contract risk assessment.
• Ability to mentor project managers and quantity surveyors.
• Excellent analytical and communication skills, with experience presenting to senior management.
• Familiarity with corporate governance, procurement policies and contract law.
