Assistant Director / Senior Manager (Sector Development)

About the role

The Aviation Industry Division of the Civil Aviation Authority of Singapore is looking for a senior professional to drive the development and transformation of Singapore’s air hub. The role will shape policies, manage key stakeholder relationships and oversee grant programmes that support innovation in air cargo and ground handling.

Key responsibilities

• Manage relationships with major aviation stakeholders and support their enterprise development plans.
• Formulate and implement industry development policies, especially for air cargo and ground handling sectors.
• Develop, evaluate and administer grant proposals to accelerate capacity development and service innovation.
• Prepare policy papers and presentations to articulate strategic directions.
• Collaborate with internal divisions and external partners such as EDB and JTC to monitor the impact of innovation and productivity initiatives.
• Partner with companies to implement automation and digitalisation solutions that enhance passenger experience and airport operations.

Required profile

• Degree in any discipline, preferably Business, Economics or related fields.
• At least 5 years of work experience, including 2‑3 years in public policy, industry development or account management.
• Independent, resource‑driven self‑starter with strong stakeholder engagement abilities.
• Excellent written and presentation skills.
• Team player capable of working across public and private sector agencies.
• Meticulous, self‑motivated and resourceful.
