Assistant Director / Senior Manager (Sector Development)

About the role

The Aviation Industry Division is looking for a senior professional to drive the development and transformation of Singapore’s air hub. The role focuses on air cargo and ground handling, shaping policy, managing stakeholder partnerships, and overseeing grant programmes that support innovation and capacity building.

Key responsibilities

• Foster partnerships and manage accounts of key aviation stakeholders across the air transport sector.
• Formulate and implement industry development policies, with particular emphasis on air cargo and ground handling.
• Develop, evaluate and administer grant proposals from aviation companies to accelerate service innovation.
• Craft policy papers and presentations that articulate CAAS’s strategic direction and transformation initiatives.
• Collaborate with internal divisions and external partners such as EDB and JTC to monitor the impact of innovation, productivity efforts and grant outcomes.
• Support enterprise development plans of partner companies, including the design of automation and digitalisation solutions to enhance passenger experience and airport operations.
• Track and report on sector readiness, resilience and future‑ready capabilities.

Required profile

• Degree in any discipline, preferably Business, Economics or a related field.
• Minimum 5 years of work experience, including 2‑3 years in public policy, industry development or account management.
• Independent, resource‑ful self‑starter with strong initiative.
• Excellent writing and presentation skills, able to convey complex ideas clearly.
• Proven ability to work collaboratively with a wide range of public and private stakeholders.
• Meticulous, self‑motivated and resourceful.
