Business Analyst – GovTech Digital Transformation

About the role

Activate Interactive, a technology consultancy in Singapore, is hiring a Business Analyst for a 32-month fixed-term contract to work with GovTech, the lead agency behind Singapore's Smart Nation and public sector digital transformation. You will partner with government agencies to understand their business needs and turn them into technology solutions that improve citizen service delivery and operational efficiency.

Key responsibilities

• Elicit, analyse and document business requirements for digital transformation initiatives
• Analyse current processes, identify pain points and recommend improvements and technology solutions
• Translate requirements into functional specifications, user stories and acceptance criteria
• Facilitate workshops and requirements-gathering sessions with diverse stakeholders
• Develop business cases, feasibility studies and cost-benefit analyses
• Create process flows, data flows, wireframes and documentation
• Collaborate with solution architects, low-code engineers and backend engineers
• Support user acceptance testing, write test scenarios and run functional, regression, exploratory and performance tests
• Maintain requirements traceability, conduct gap analysis and support change management
• Manage defects and drive continuous improvement in agile testing practices

Required profile

• Bachelor's degree in Business Administration, Information Systems, Computer Science or a related field
• Minimum 4 years of experience in a similar role
• Experience in requirements elicitation, analysis and documentation, and in data analysis
• Hands-on experience designing and running test cases, plans and suites, and manual and automated testing of web, mobile and API services
• Preferred: CBAP, PMI-PBA or IIBA-AAC certification, and experience in public sector digital transformation or citizen services

Required skills

• Business process modelling with BPMN, UML or similar
• Requirements management, user stories and acceptance criteria
• Agile, Scrum and Product Management
• Test-Driven Development, Behaviour-Driven Development and exploratory testing
• Data visualisation tools such as Tableau or Power BI (preferred)
• Performance testing tools such as JMeter, Gatling, k6 or Locust (preferred)
