Civil Engineer – Underground Utility Works (Night Shift)

About the role
We are looking for a Civil Engineer with strong experience in underground utility and road works to manage and supervise night‑shift site operations. The role involves planning, coordination, supervision, safety control, and liaison with statutory authorities to ensure works are completed safely, efficiently, and in compliance with approved requirements.
Key responsibilities
- Plan and coordinate night‑shift underground utility works in line with approved construction schedules.
- Review drawings, specifications, Method Statements, Risk Assessments and Traffic Management Plans, and ensure work sequences maximise productivity within limited night windows.
- Supervise excavation, trenching, utility diversion/installation, backfilling and reinstatement, ensuring compliance with approved drawings and methodology.
- Conduct inspections on materials, workmanship and installations, identify non‑conformances and drive corrective actions.
- Enforce WSH Act compliance, conduct toolbox meetings, manage traffic control measures and monitor environmental impacts such as dust and noise.
- Liaise with statutory authorities (LTA, PUB, SP Group, NEA, Telecom) to obtain permits, coordinate utility diversions and attend technical meetings.
- Prepare daily night‑shift reports, maintain site records, assist in as‑built drawings and handover documentation.
Required profile
- Diploma or Degree in Civil Engineering or equivalent.
- Minimum 2–5 years relevant experience in underground utility or road works, including night‑shift construction.
- Familiarity with Singapore authority requirements (LTA, PUB, SP Group, NEA).
- Knowledge of Method Statements, Risk Assessments, Permit‑to‑Work and Traffic Management Plans.
- Strong understanding of WSH regulations and ability to read construction drawings and utility plans.
- Good communication, coordination and problem‑solving skills, able to work independently.
- Willingness to work nights, weekends and public holidays as required.
