Data Project Manager / Project Director

About the role

NCS, an AI tech services company and subsidiary of the Singtel Group, is looking for a Data Project Manager / Project Director in Singapore. You will lead and govern large-scale, mission-critical data, analytics and AI programmes for Singapore Government agencies, focusing on delivery excellence, strong governance and stakeholder alignment across complex, multi-vendor environments.

Key responsibilities

• Lead end-to-end delivery of large-scale data, analytics and AI programmes across multiple workstreams, owning scope, schedule, budget, risks, issues and dependencies in line with government delivery frameworks.
• Ensure projects are delivered on time, within budget and to agreed quality standards.
• Ensure compliance with public-sector governance models, procurement processes and audit requirements, applying NCS delivery methodologies and controls across all phases.
• Maintain rigorous documentation, reporting and change control, and act as the main interface between agency stakeholders, internal teams and external vendors.
• Manage multi-vendor delivery models, contractual obligations and performance outcomes, and align policy, business, data and technology stakeholders.
• Drive Agile or hybrid delivery models, coach teams on Agile execution in regulated environments, and ensure clear delivery cadence and milestones.
• Prepare executive dashboards, steering committee updates and status reports, manage escalations and risks, and support senior leadership decisions.

Required profile

• 8-15+ years of experience in IT programme or project delivery, with strong exposure to data, analytics or AI initiatives.
• Proven track record delivering projects within Singapore Government or other regulated public-sector environments.
• Experience managing large, complex, multi-vendor programmes.
• Excellent stakeholder management, leadership and communication skills.
• Strong grasp of governance, risk management and compliance in public-sector delivery.

Required skills

• Understanding of Agile, PMP, PRINCE2 or hybrid delivery methodologies.
• Certifications such as PMP, PRINCE2, SAFe or Scrum Master are preferred.
