Deputy Manager, Collections, Receivables and Refunds

About the role

The Deputy Manager, Collections, Receivables and Refunds safeguards the Authority's financial interests by ensuring timely and accurate recovery of monies owed by contractors and external parties, including sums due for works carried out by the Authority and damages to roads and related infrastructure. The role combines operational oversight, financial reporting rigour, stakeholder management and a continuous improvement mindset.

Key responsibilities

• Monitor the end-to-end collections and billing process and set intervention strategies for each case, liaising with operations, legal and project teams on follow-up and recovery
• Resolve disputes, document outcomes and oversee validation, authorisation and timely refunds to external parties
• Ensure proper accounting treatment in line with Statutory Board Financial Reporting Standards, and prepare and review month-end, year-end and audit schedules while keeping audit readiness
• Keep standard operating procedures and internal financial regulations current and aligned with Government Finance regulations, and identify control gaps
• Improve efficiency through process simplification and digitalisation using analytics, RPA and AI, partnering with IT and data teams
• Produce regular management reports on ageing profiles and outstanding balances
• Lead the team by setting objectives, allocating workloads and supporting professional development

Required profile

• Accountancy knowledge or equivalent professional qualification
• At least 3 years of finance or accounting experience; prior experience in collections, receivables or revenue management is an advantage
• Strong written, verbal and presentation skills, with tactful communication across functions and externally
• Proactive, self-motivated and able to manage competing priorities and delegate under pressure
