Design Delivery Technical Program Manager - Data Centers

About the role

JLL is hiring a Design Delivery Technical Program Manager for its Data Center practice in Singapore. The role leads end-to-end design delivery and technical coordination for large hyperscale data center projects across the APAC region, acting as the main link between internal design and engineering teams, developers and consultants.

Key responsibilities

• Manage project intake, technical due diligence (TDD), OPR compliance, design schedules, risks and technical governance
• Drive multi-disciplinary design reviews and stage-gate governance (BOD, 30%, 65%, 95%, IFC, IFP)
• Run engineering change management and Change Control Board (CCB) processes, assessing scope, cost, schedule and technical impact
• Coordinate technical reviews, issue resolution and technical handovers with Planning, Design, Construction, Commissioning and Operations teams
• Maintain governance: meeting coordination, review tracking, risk logs, action items, developer accounts and collaboration platforms
• Escalate critical technical, schedule, cost and execution risks to leadership

Required profile

• Bachelor's degree in Engineering, Architecture, Construction Management, Project Management or a related technical discipline
• Minimum 5 years in technical program management, engineering, construction management, design delivery or mission-critical infrastructure
• Experience with large-scale data center, industrial, infrastructure or mission-critical facility programs
• Experience with CCB governance, technical reviews, risk management and project controls
• Preferred: hyperscale data center delivery, familiarity with OPR/BOD frameworks, and certifications such as PMP, PgMP, PMI-ACP or PRINCE2

• Strong understanding of data center design, engineering and construction delivery, and design review processes
• Stakeholder management and communication with developers, consultants and engineering teams
