Engineer - Integrated Digital Tower System

About the role

The CAAS Next Generation Programme Office Division is looking for a strong, driven and dynamic engineer to join the Integrated Digital Tower System (IDTS) Section. The team oversees the full life cycle of the software-intensive, complex Air Navigation Services (ANS) systems for the Air Traffic Management (ATM) tower, from implementation in line with international standards such as ICAO and Eurocae to maintenance. The role covers project management, cybersecurity, safety management and system management, working with government agencies, consultants, operational users, maintenance teams and equipment providers.

Key responsibilities

• Design the system architecture and formulate technical specifications for the IDTS systems
• Coordinate with users to gather operational requirements and ensure systems are implemented according to them
• Conduct market surveys of potential systems and seek approval from relevant authorities to adopt the design and specifications
• Identify and mitigate risks affecting delivery, and manage procurement and evaluation of proposed solutions
• Implement and deploy systems with vendors, including testing and commissioning
• Manage cyber-security implementations, information security (authentication, perimeter security, compliance tools), technology systems (software and hardware) and security policies and procedures
• Coordinate internal and external audits, including scanning exercises and penetration tests, and investigate security breaches and implement improvements
• Manage the maintenance team to keep the IDTS systems running to the required service level

Required profile

• Engineering training (computing, electrical, electronics, telecommunications, information systems management, information technology, computer science) or equivalent
• Experience implementing large-scale ICT system-of-systems across their life cycle is preferred
• Relevant experience in air traffic control systems may lead to a higher appointment
• Team player who can work independently and with officers of all levels
• Good written and verbal communication, analytical, presentation and negotiation skills, organised and disciplined under tight timelines
• Able to work outside normal hours and travel overseas occasionally

Required skills

• System architecture design, system administration, networking and cybersecurity knowledge preferred
• Experience with cybersecurity compliance to CAAS and Government IM8 requirements

Candidates are appointed according to their experience; successful candidates receive a 3-year contract initially, with possible permanent tenure or renewal.
