Executive/Senior Project Manager – Estate Upgrading

About the role

We are seeking a resourceful and energetic Executive/Senior Project Manager to lead private estate upgrading projects under Singapore’s Estate Upgrading Programme. The role involves overseeing the full project lifecycle, from client consultation to contract administration, ensuring projects enhance the built environment.

Key responsibilities

• Consult with clients, users and grassroots leaders to define project scope and requirements.
• Plan and liaise with authorities for approvals and permits.
• Prepare tender documents, call for tenders and appoint consultants and contractors.
• Administer contracts and manage the performance of consultants and contractors.
• Monitor project budgets, cash‑flow and schedule to ensure timely delivery.
• Ensure compliance with government procurement procedures.

Required profile

• Tertiary qualification in a construction‑related discipline.
• Minimum 5 years’ experience managing civil engineering or building/estate upgrading projects.
• Proven experience in tender preparation, contract administration and budget management.
• Strong written and oral communication and interpersonal skills.

Required skills

• Knowledge of government procurement procedures.
