L&D Specialist – Innovation & Foundation Competencies (1-year contract)

About the role

The Innovation & Foundation Competencies (IFC) team at the Institute of Public Administration and Management (IPAM) is seeking a Learning & Development Specialist on a one‑year contract. You will design and deliver learning solutions that build innovation and foundational skills for public officers, helping them become future‑ready.

Key responsibilities

• Conceptualise and develop online, blended or classroom learning interventions focused on innovation and foundational competencies.
• Collaborate with subject‑matter experts to define learning outcomes and create training materials.
• Assess and monitor the impact of learning programmes at individual and organisational levels.
• Partner with agency stakeholders to identify capability gaps and design targeted interventions.
• Manage end‑to‑end programme delivery, ensuring projects stay within scope, budget and timelines.
• Research emerging L&D practices to keep programmes cutting‑edge.
• Contribute to consultancy projects using design thinking and process‑improvement methodologies.

Required profile

• 2‑4 years of experience in learning & development and instructional design.
• Strong organisational, analytical, project management and communication skills.
• Self‑motivated, proactive, meticulous and resourceful.
• Ability to thrive in a fast‑changing environment and work effectively with stakeholders at all levels.
