Manager, M&E Facilities Development

About the role

The Corporate Infrastructure Office (CIFO) at NUHS is looking for a Manager (M&E) to support the Institution Lead in planning and implementing Facilities Development projects at Kent Ridge Campus. You will also help set up project management systems and tools.

Key responsibilities

• Develop project governance policies and technical standards so that infrastructure projects in the cluster are consistent and aligned with the hospital's overall design.
• Engage users to carry out feasibility studies for hospital rejuvenation projects and lead the design development of projects.
• Procure consultancy and construction packages, prepare cost estimates, scope of work and Bills of Quantities, and prepare meeting minutes, reports and presentations.
• Review and approve schedules, method statements, material submissions and permits to work, and oversee consultants and contractors in line with their contracts.
• Support the preparation of tender documents, review and evaluate variations and contractual claims, and sign off project documents.
• Oversee consultants, site staff and contractors in the implementation, inspection, testing and commissioning of mechanical and electrical systems in renovation projects.
• Coordinate with stakeholders such as the Project Manager, Project Owner and Facilities Management, and lead special projects as directed by the Regional Office.

Required profile

• Degree in Engineering.
• Minimum 6-12 years of professional experience focused on complex, live-environment air conditioning and electrical (A&A) projects.
• Minimum 3 years of experience in healthcare infrastructure or commercial projects.
• Experience in an owner/developer setting is an advantage.
• High level of technical competency, excellent written and verbal communication, strong interpersonal skills, and the ability to manage ambiguity and multi-task.
