Product Manager, Open Innovation Platform

About the role

The IMDA Open Innovation Platform (OIP) is Singapore's national digital platform connecting enterprises and government agencies with innovative solution providers, working alongside the IMDA PIXEL Innovation Hub to make corporate innovation easier. This Product Manager role reports to the Digital Lead (Innovation) within the Innovation Division of the Enterprise Transformation & Innovation Group (ETIG), which drives digital transformation and innovation ecosystems across Singapore's tech landscape.

Key responsibilities

• Own the OIP product roadmap, define the vision and feature strategy, and work with UI/UX consultants on research and design
• Run product discovery with internal and external stakeholders and translate concepts into working solutions through an iterative, agile approach
• Act as subject-matter expert on the product, its business objectives and workflows, and partner with marketing on adoption and lead generation
• Plan product launches and go-to-market milestones with marketing
• Monitor usage and performance KPIs and plan future enhancements
• Manage the roadmap with internal IMDA stakeholders, delivery timelines and external vendors, including contracts, payments and service level agreements
• Lead the Innovation deliverables and agenda together with the digital pillar

Required profile

• Computer Science, Information Technology, Engineering or related background
• 3 to 5 years of experience in digital product development and product management in an agile environment, working with developers, UI/UX designers and external vendors
• Proven track record of delivering complex digital projects while managing risk, cost and business needs
• Good written and verbal communication and stakeholder management
• Experience integrating AI features into digital products is strongly advantageous
• Familiarity with government procurement, ICT&SS (IM8) and Government Commercial Cloud (GCC) requirements is an advantage

Required skills

• Certified Scrum Product Owner (CSPO) and project management tools such as JIRA and Confluence preferred
