Project Manager (Properties and Facilities Management)

About the role

The National Library Board (NLB) is seeking a Project Manager to lead the development and refurbishment of libraries and other NLB properties. You will ensure projects remain relevant to lifelong learning while delivering high‑quality built environments.

Key responsibilities

• Manage A&A and library development projects under the NLB Master Plan.
• Oversee the full project lifecycle – planning, execution, monitoring, and closure.
• Prepare and review specifications, conduct tender calls, evaluate bids and recommend award decisions.
• Track consultant and contractor performance to meet time, budget and quality targets.
• Evaluate variation order requests, ensuring proper documentation and approvals.
• Handle project close‑out, final account settlement and post‑contract activities.
• Coordinate with project teams, stakeholders and relevant authorities for regulatory approvals.

Required profile

• Background in Architecture, Mechanical & Electrical (M&E) Engineering or Project Management.
• Minimum 3 years of project management experience, preferably on public sector projects.
• Strong command of English with excellent written and verbal communication.
• Team‑player with good networking abilities and a meticulous, result‑oriented mindset.
