Quantity Surveyor / Contract Manager

About the role

You will join a project team as a Quantity Surveyor on large-scale commercial and integrated developments and major civil works. The role covers cost management and contract administration from early-stage cost estimates through to final accounts.

Key responsibilities

• Lead cost management, including pre- and post-contract quantity surveying: cost estimates, procurement and tendering, tender evaluation, cash flow forecasts, contract administration, variations and final accounts.
• Develop and review cost estimates across all project stages, from feasibility and viability studies through concept, schematic and design development to construction.
• Collect, prepare, analyse and interpret project cost and financial data.
• Manage procurement and contracts: identify and select procurement systems and contractual arrangements, prepare tender and contract documents, administer tendering and implement the construction contract.
• Coordinate with stakeholders throughout the tender process.
• Review variation requests, assess variation costs, mitigate operating expenses, prepare monthly financial reports, process progress payments and final accounts.
• Prepare yearly budgetary estimates and understand government budgeting and projection.
• Analyse cost components and physical construction works scientifically and apply the results to financial and economic problems faced by developers and designers.

Required profile

• Qualification in Building / Quantity Surveying or equivalent recognised by SISV.
• At least 10 years of relevant experience in pre- and post-contract work in a consultancy or main contractor environment.
• Experience in large-scale integrated and mixed-use developments is an advantage.

Required skills

• Proficiency with MS Office and cost management software.
• Familiarity with the BCA Quality-Fee Method (QFM) and Price-Quality Method (PQM) frameworks, and the Public Sector Standard Conditions of Contract.
• Good numeracy, communication and writing skills.
