Resident Technical Officer (C&S) – Construction Supervision

About the role

The Resident Technical Officer (C&S) will act as the on‑site supervisor for construction and structural works, ensuring projects are delivered on time, within quality standards, and in full compliance with contract specifications and statutory regulations.

Key responsibilities

• Supervise timely execution of works and enforce quality control in line with contract documents, drawings, and BCA requirements.
• Review drawings and specifications for discrepancies, report findings to the Officer‑in‑Charge (OIC), and ensure corrective actions.
• Monitor material quality, prepare defect lists, and oversee rectification until satisfactory completion.
• Coordinate with main contractors, resolve queries, and attend progress, variation, QA/QC, and coordination meetings, keeping accurate minutes.
• Inspect hand‑over processes, maintain up‑to‑date records, and ensure statutory compliance for structural and critical works.
• Lead safety initiatives on site in partnership with the safety team and perform any additional ad‑hoc duties as required.

Required profile

• Diploma in Civil or Structural Engineering (Polytechnic or equivalent).
• Minimum 5 years of relevant experience as a Resident Technical Officer, including at least 2 years supervising deep excavation, drainage, pipe jacking, ground improvement, and monitoring instrument installation.
• Willingness to work shift hours, including night shifts.
• Valid 2025 RTO Certification accredited by IES.
