Resident Technical Officer – Land Development (Demolition & Reinstatement)

About the role

The Resident Technical Officer will represent the employer on construction sites, overseeing demolition and reinstatement works. You will ensure that all activities comply with approved designs, statutory requirements, and safety standards.

Key responsibilities

• Conduct daily inspections of works at assigned sites.
• Monitor contractors’ programmes, daily activities, progress, and safety to ensure timely completion.
• Review and verify that works follow approved drawings, specifications, method statements, and statutory requirements.
• Identify irregularities, risks, and non‑conformances, and report them to the QP/Employer.
• Track rectification works and confirm that defects are resolved satisfactorily.
• Participate in regular site meetings with staff, contractors, and stakeholders.
• Document daily site activities, maintain orderly records, and submit progress reports to the employer.

Required profile

• Registered Resident Technical Officer (RTO) with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore.
• Minimum 3 years of experience in demolition, excavation, or earth‑works.
• Ability to travel to remote sites or possess own transport.
• Strong interpersonal and supervisory abilities, with problem‑solving and adaptability for dynamic site conditions.
• Excellent written and verbal communication skills in English.
• Meticulous, performance‑driven, capable of independent work and multitasking on large‑scale sites.
• Civil engineering experience is advantageous.
