Senior Assistant Manager / Manager (Strategic Planning & Resource Management)

About the role

The HealthCity Novena (HCN) Master Plan, developed by Tan Tock Seng Hospital (TTSH), is transforming a 17-hectare campus into an integrated hub of healthcare, education and research. Phase 2, launched on 9 September 2025, includes the new TTSH Medical Tower (about 600 acute beds) and the reactivated TTSH Pavilion. You will join the Medical Tower Planning and Development team in the CEO's Office, providing the analytical and planning foundations for the project's scope, resourcing and long-term viability.

Key responsibilities

• Demand analysis and service forecasting: build and maintain demand-projection models based on patient volume, bed utilisation and service load, and turn complex data into executive summaries for HPC, HMC and Ministry stakeholders.
• Manpower and resource planning: support the Master Manpower Plan with HR and Finance, and work with Clinical and Operational Leads on resourcing plans and resource allocation.
• Budget planning and funding submissions: track and justify capital grants and operational budgets, prepare hospital-level funding proposals and business cases, and keep records of submissions and approvals.
• Project tracking and governance support: maintain progress dashboards for management committees, provide secretariat support for meetings, and support timeline management for stakeholder engagement.

Required profile

• Degree in any discipline; Analytics, Data Science, Finance, Healthcare Management or a related field is an advantage.
• At least 5-8 years of experience in strategic planning, resource management or data-driven project management, ideally in healthcare or the public sector.
• Prior experience in manpower or resource planning in healthcare is an advantage.
• Strong analytical skills, excellent written and oral communication, and the ability to handle multiple workstreams and deadlines.
