Job description
About the role
The Health Promotion Board (HPB) is hiring a Senior Manager for its Chief Data Officer's Office (CDOO), Data Engineering and Architecture team, on a 1-year contract. The team is building the National Lifestyle Repository (NLR), a platform that brings together lifestyle and preventive health data from across Singapore's health and community ecosystem into a 360-degree citizen view, supporting HPB's Precision Public Health strategy.
You will focus on data governance and standards, driving the governance frameworks, data standards and partnership agreements that underpin the NLR's integrity and trustworthiness.
Key responsibilities
- Lead complex multi-agency engagements, negotiating governance standards, data sharing protocols and compliance requirements with partner organisations, and align partners to support NLR scale-up and MOH platform integration.
- Propose and establish data standards, technical specifications and acceptance criteria for data ingestion, engineering and quality across all NLR domains.
- Design and implement consent management policies, data sharing safeguards and compliance validation processes.
- Maintain data dictionaries, lineage records and metadata frameworks, and act as the primary point of contact for data product queries; evaluate new data product requests against governance standards and oversee data product lifecycle management.
- Implement safeguards and workflows for data portability and onward sharing, and raise cross-cutting governance issues with reasoned recommendations.
Required profile
- At least 5 years of experience in data governance, cross-agency stakeholder management and data partnership development.
- Demonstrated experience defining and establishing data governance frameworks, data standards and consent management systems across multiple partner organisations.
- Experience managing complex multi-stakeholder engagements and negotiating data sharing agreements across government agencies or health ecosystem partners.
- Prior experience in healthcare data management, data custodianship or cross-agency governance is an added advantage.
Required skills
- Strong foundation in data standards policy development, governance framework design and compliance validation.
- Working proficiency in data engineering tools and programming languages such as Python and R.
- Strong negotiation and interpersonal skills, and sound independent judgement on governance matters.
