About the role
SingHealth is looking for a Senior / Manager to oversee the financial operations of infrastructure projects across the SingHealth Cluster. The role sits at the intersection of finance, strategy and infrastructure, working with the Ministry of Health (MOH), public healthcare institutions and cross-functional teams so that major development projects are well funded, well managed and financially sound.
Key responsibilities

- Ensure capital and operating expenditure purchase requisitions are submitted and approved according to the Hospital's Approval Matrix, and that accounting entries are accurate and on time under Singapore Financial Reporting Standards (SFRS).
- Manage MOH-funded projects: track funding claims, monitor utilisation, coordinate MOH queries and prepare funding submissions so spending stays within approved scopes and sums.
- Liaise with project managers, Development and Commissioning Secretariats and the 1FSS-FA team on costing and capitalisation, and keep records of meetings and funding status.
- Lead the annual workplan and budget cycle for capital and operating expenditures, including budget evaluation, verification with support services, presentation slides and presentations to senior management at the SingHealth Infrastructure Committee and Sub-Board Property Committee, plus quarterly updates on the SingHealth Infrastructure Programme.
- Develop and maintain financial models for strategic decision-making, apply data analytics to optimise programme deliverables, and support clinical and operational partners in understanding their operating expenses.
Required profile
- Bachelor's degree in Business, Finance, Accounting or a related field.
- At least 6 years of relevant finance experience, with exposure to financial closing and financial audits.
- Experience managing infrastructure or development projects is an advantage; prior healthcare experience is preferred.
- Familiarity with government funding processes, including application, claims submission and reporting.
- Strong business acumen, communication skills and ability to manage cross-functional relationships in a fast-paced environment.
Required skills
- Knowledge of SAP is advantageous.
- Ability to develop financial models and turn complex data into actionable insights.
