Job description
About the role
The National Arts Council (NAC) supports the arts in Singapore through grants, partnerships, industry facilitation and arts housing. As Senior Manager, IP&D (Facilities Management), you will support the development and delivery of NAC's workplace and facilities strategy, with primary responsibility for the management of its corporate office premises. You will lead office renovation and workplace improvement projects, oversee day-to-day facilities and building operations, and manage related projects and vendors. You may also contribute to the management of other NAC assets and arts venues, working with internal stakeholders and Arts House Group.
Key responsibilities
- Workplace strategy and transformation: plan and lead office renovation, relocation and improvement projects end-to-end, including feasibility, user requirements, consultant briefs, budget, procurement strategy, risk controls, programme and handover, and direct consultants, contractors and internal workstreams.
- Facilities, asset operations and safety: oversee statutory submission and clearance planning with landlords, consultants and Qualified Persons, maintain an approvals and compliance register, lead readiness and handover planning (inspections, testing, commissioning, warranties, asset data), and coordinate fire safety, accessibility, WSH and other compliance requirements.
- Commercial, vendor and asset management: lead procurement planning, specification development, evaluation and contract administration, hold consultants and contractors accountable, own cost forecasts, cashflow, variations and risk reporting, and ensure robust handover and lifecycle asset information.
- Governance, sustainability and continuous improvement: support organisation-wide GreenGov.SG implementation, annual workplans and milestones, and act as NAC's GreenGov.SG secretariat and working-level representative, preparing performance briefs and policy recommendations.
Required profile
- 3-5 years of relevant experience in facilities management, workplace strategy, corporate real estate, asset management, project management or a related field.
- Experience in office renovation or workplace improvement projects is advantageous; exposure to arts centres, cultural venues or public-facing facilities is also useful.
- Ability to translate organisational needs into practical workplace and facilities solutions.
- Strong analytical, problem-solving and stakeholder engagement skills, able to work independently and collaboratively.
- Green Mark Accredited Professional or similar overseas-recognised certification is an added advantage.
Required skills
- Project management and commercial skills, including managing budgets, procurement, contracts and vendors.
- Functional competencies: facilities and workplace management, building maintenance and upgrading, administrative management, asset management, cost and budget management, contract management, project execution and timeline management, building operations and construction and post-development management.
