Senior Manager / Manager, Procurement

About the role

Singapore University of Social Sciences (SUSS) is hiring a Procurement Senior Manager/Manager who reports directly to the Assistant Director. The role manages the university's procurement of goods and services, leads a high-performing team and drives the adoption of the S2P system to modernise procurement operations.

Key responsibilities

• Lead the end-to-end implementation of the S2P system (Coupa), integrating it with existing financial systems (SAP S4/HANA)
• Run a digital adoption strategy through training for internal staff and external suppliers, and monitor system performance and data integrity
• Help build reporting dashboards showing spend, compliance and supplier performance
• Use data analytics to find cost-reduction opportunities, run strategic sourcing and optimise processes
• Identify supply chain and operational risks and develop mitigation strategies
• Lead sustainable procurement initiatives and guide cross-functional teams through strategic sourcing projects, from needs assessment to supplier selection and contract finalisation
• Deliver procurement training for all staff, act as the main liaison for audits and run change management plans for new initiatives

Required profile

• Degree holder with at least 10 years of relevant procurement experience and at least 3 years in a supervisory role
• Strong knowledge of public sector procurement principles, practices and regulations (preferable)
• Effective communication, interpersonal and organisational skills, able to work independently and build rapport across corporate and academic functions
• Commitment to mentoring subordinates, good business etiquette, confidentiality and a proactive approach

Required skills

• Hands-on experience with Coupa and SAP S4/HANA (preferable)
• Public sector procurement knowledge (preferable)
