Senior/ Manager, Operational Support Services

About the role

NUHS is looking for a Senior/ Manager, Operational Support Services to oversee facilities and biomedical engineering support across its polyclinics and headquarters. The role covers facilities management, equipment maintenance, equipment licensing, and facilities development projects.

Key responsibilities

• Oversee facilities management operations of NUP polyclinics and HQ, working closely with contractors and vendors in compliance with all rules and regulations.
• Handle budget planning, outsourcing, tendering and awarding of contracts, and create, monitor and deliver on KPIs.
• Ensure preventive, corrective maintenance and ad hoc works meet requirements and standards, and lead the team in contract management.
• Manage preventive maintenance of biomedical and physio equipment and ad hoc repairs, including dental equipment such as autoclaves, dental chairs and compressors and suction motors.
• Manage the renewal of all equipment licensing.
• Manage facilities development and upgrading projects from start to finish, ensuring compliance with policies and procedures and that construction does not disrupt operations.
• Proactively manage scope changes, identify potential crises and prepare contingency plans.
• Oversee budget estimates, evaluation reports, progress reports and cost tracking reports.
• Call for quotations or RFPs, propose evaluation criteria, organise evaluations and draft award approval papers.

Required profile

• Degree in Estate Management, Facility Management, Building or Engineering or a related field, or equivalent.
• At least 5 years of experience in building and facilities management.
• Certified Fire Safety Manager; experience with JCI and OHSAS certification is advantageous.
• Strong leadership, decision-making and communication skills, and good people management across all levels of staff.
• Strategic system thinking and attention to detail.
