Technical Manager – Tender & Construction Planning

About the role

Our client, a reputable A1 main contractor in Singapore, is looking for an experienced Technical Manager to lead technical planning and engineering support during tender and pre‑construction stages. You will drive constructability reviews, develop construction methodologies, and prepare competitive tender submissions for complex building projects.

Key responsibilities

• Lead technical reviews of tender drawings, specifications and contracts to ensure completeness, compliance and constructability.
• Identify technical risks, design inconsistencies and construction challenges, proposing practical engineering solutions.
• Develop innovative construction methodologies, buildability strategies and value‑engineering proposals.
• Prepare construction sequences, method statements and execution strategies for tender submissions.
• Evaluate site conditions, logistics, temporary works, access constraints and construction feasibility.
• Develop tender construction programmes, identify critical activities and recommend optimum sequencing.
• Coordinate with consultants, architects, engineers, QS, BIM, M&E and internal project teams throughout the tender process.
• Prepare technical queries, submissions and presentation materials for management and client reviews.
• Support quantity surveyors with technical assumptions and methodology inputs for accurate costing.
• Work with the BIM team to create construction simulations and visual presentations.

Required profile

• Degree in Civil Engineering, Construction Management or a related engineering discipline.
• At least 8 years of experience with a main contractor in building construction, with strong exposure to tender planning or pre‑construction engineering.
• Solid knowledge of construction methodology, buildability, constructability and value engineering.
