Tender & Contracts Manager – Construction

About the role

The company is seeking an experienced Tender & Contracts Manager to lead contract administration and quantity surveying activities across large‑scale residential and public housing projects. You will be responsible for the full contract lifecycle, from tender preparation to final account settlement.

Key responsibilities

• Oversee contracts administration and quantity surveying from pre‑ to post‑contract phases.
• Prepare and review tender documents, cost estimates, contract agreements, and procurement strategies.
• Evaluate subcontractor and supplier tenders and make recommendations.
• Manage progress payments, variations, claims, final accounts, and contractual correspondence.
• Monitor project costs, track changes, and produce cost reports for management.
• Lead value‑engineering initiatives and advise on cost‑saving measures.
• Liaise with project teams, consultants, and clients to resolve contractual issues and disputes.
• Ensure compliance with company procedures, contract terms, and statutory requirements.
• Mentor junior quantity surveying staff and support department development.

Required profile

• Degree or Diploma in Quantity Surveying, Building, Construction Management or related field.
• Minimum 8 years of relevant experience, preferably on large‑scale residential or public housing projects.
• Strong knowledge of HDB standard contract conditions, construction law and procurement processes.
• Excellent negotiation, analytical and communication abilities.
• Proactive, hands‑on attitude with the ability to manage multiple projects and meet deadlines.
