Facility Operations Manager (Human Systems)

About the role

DSO National Laboratories is seeking a Facility Operations Manager for its Human Systems division. You will be responsible for the safe, compliant, and continuous operation of biocontainment laboratories (BSL‑2/3/4) that support Singapore's biodefence research and operational needs.

Key responsibilities

• Oversee daily operations and ensure 24/7 readiness of biocontainment facilities.
• Collaborate with the Biosafety Coordinator and Institutional Biosafety Committee to maintain regulatory compliance.
• Lead incident investigations, root‑cause analysis and implement corrective actions.
• Review and update emergency response procedures; coordinate drills with the Emergency Response Team.
• Develop and deliver training and competency assessments for laboratory users and facility managers covering biosafety, biosecurity and SOP compliance.
• Plan and execute upgrades of existing facilities to meet long‑term biodefence programme requirements.
• Work with construction, commissioning and maintenance teams to ensure new facilities meet operational, safety and regulatory standards.
• Manage budgets, timelines and resources to achieve certification and operational milestones.

Required profile

• Degree, Master’s or PhD in Microbiology, Infectious Biology, Safety Management or a related field.
• Minimum 5 years of experience in facility operations, biosafety, biosecurity or a comparable environment.
