Head of Sourcing & Procurement

About the role

The Head of Sourcing & Procurement will lead the strategic sourcing and procurement function for St Luke's ElderCare, ensuring resources are optimised to support high‑quality, sustainable care for seniors. This senior leadership role partners with clinical, operational and corporate teams to align procurement activities with organisational priorities and growth objectives.

Key responsibilities

• Develop and execute an enterprise‑wide sourcing and procurement strategy aligned with operational goals.
• Oversee the full procurement lifecycle, including requirement definition, RFI/RFQ/RFP/ITT processes, evaluation and contract award.
• Ensure compliance with governance, transparency and value‑for‑money policies.
• Establish and enforce procurement frameworks, approval limits, conflict‑of‑interest declarations and compliance checks.
• Lead vendor management, including approved vendor list governance, onboarding, performance evaluation and risk management.
• Drive cost‑optimisation initiatives through demand aggregation, negotiation and total cost of ownership analysis.
• Manage contract lifecycle, monitoring performance, renewals and compliance.
• Partner with internal stakeholders to align procurement with service delivery and operational needs.
• Build and develop the Sourcing & Procurement team, fostering process improvement and performance metrics.

Required profile

• Bachelor’s degree in Supply Chain, Business Administration or a related field.
• Minimum 10–12 years of relevant experience, with at least 5 years in a leadership role.
• Proven track record in strategic sourcing, tender management and contract negotiation.
• Deep knowledge of procurement governance frameworks and compliance requirements.
• Demonstrated ability to manage vendor relationships and evaluate supplier performance.
