Human Resources Director – People & Culture

About the role
The Human Resources Director – People & Culture leads the full HR strategy and operations for the Singapore business, partnering with senior leaders to align people initiatives with business priorities in a unionised, regulated environment.
Key responsibilities
- Partner with business line leadership to translate corporate goals into actionable people plans, including workforce planning, talent strategy and organisational design.
- Manage union and industrial relations, overseeing collective agreements, grievance handling and negotiations in line with Singapore’s tripartite guidelines.
- Drive talent management processes such as annual talent reviews, development planning and succession strategies in collaboration with Group People & Culture.
- Oversee day‑to‑day HR operations, employee lifecycle processes and ensure accurate payroll and administration together with the Global Shared Services team.
- Ensure compliance with Ministry of Manpower regulations, internal policies and governance standards, coordinating audits and reporting as required.
- Support change and culture enablement initiatives, helping leaders and teams navigate transformation, process harmonisation and new ways of working.
- Collaborate with specialist functions – Total Rewards, Talent Acquisition, Global People Development – to deliver end‑to‑end people solutions and local execution of group‑wide initiatives.
Required profile
- Bachelor’s degree in Human Resources, Business or related field; Master’s degree preferred.
- 15‑20 years of progressive HR experience, including at least 5 years in a senior HR leadership role.
- Extensive experience working in a unionised environment with hands‑on involvement in collective bargaining and union engagement.
- Proven ability to act as a strategic advisor to senior leadership on workforce stability, employee engagement and organisational effectiveness.
Required skills
- Strong knowledge of Singapore labour legislation and Ministry of Manpower compliance.
- Expertise in union and industrial relations management.
- Experience in workforce planning, talent management and succession planning.
- Ability to lead HR operations, payroll coordination and policy governance.
