Resident Technical Officer – City Mains Rehabilitation

About the role

Jacobs is seeking a Resident Technical Officer to lead on‑site supervision for a City Water Mains Replacement and Diversion project in Singapore. The role involves direct oversight of construction activities, ensuring compliance with engineering standards and project schedules.

Key responsibilities

• Provide full‑time on‑site supervision for pipe‑laying, pipe‑jacking and rehabilitation works.
• Act as the Qualified Person (QP) for site supervision, maintaining all required certifications.
• Maintain accurate site records, bookkeeping and administration.
• Conduct pipe CCTV inspections, trial trenching, test planning and commissioning activities.
• Support contract management, progress claims and liaise with contractors.
• Perform night work and work on public holidays when required, with appropriate time‑off in‑lieu.

Required profile

• Diploma or higher qualification in Civil or Structural Engineering.
• Registration with the Joint Accreditation Committee of the Institution of Engineers Singapore and related professional bodies.
• Minimum five years’ experience supervising potable water pipe‑laying, pipe‑jacking and pipe rehabilitation projects.
