Resident Technical Officer – Full‑time Site Supervision

About the role

The Resident Technical Officer (RTO) will be stationed full‑time on site to supervise and monitor the construction and redevelopment of a high‑end residential project comprising multiple high‑rise blocks, a basement carpark, swimming pool and communal facilities. The RTO ensures all works comply with project specifications, approved drawings, the Building Control Act, and relevant statutory requirements.

Key responsibilities

• Carry out full‑time site supervision and inspection of architectural, structural and M&E works.
• Verify workmanship and materials against contract drawings, specifications and regulatory standards.
• Monitor construction progress, report discrepancies and ensure timelines are met.
• Ensure compliance with Workplace Safety and Health (WSH) regulations and Environmental, Health and Safety (EHS) requirements.
• Conduct regular safety checks and ensure adherence to BCA, URA, SCDF, NEA and PUB standards.
• Liaise with consultants, contractors, sub‑contractors and suppliers on technical matters.
• Maintain site records, daily reports, material delivery logs, RFIs and inspection checklists.
• Assist in reviewing method statements, shop drawings and material submissions.

Required profile

• Diploma in Civil, Structural, Architectural, Mechanical or Electrical Engineering from a recognised polytechnic or equivalent.
• Registered Resident Technical Officer (RTO) certification with BCA under the Accreditation Framework.
• Minimum 5 years of relevant site supervision experience on residential building projects.
• Prior experience in mixed‑use or integrated developments is advantageous.

Required skills

• Site supervision and construction inspection.
• Implementation of QA/QC plans on‑site.
• Knowledge of BCA, URA, SCDF, NEA and PUB regulations.
• Understanding of Workplace Safety and Health (WSH) and EHS standards.
• Familiarity with Green Mark sustainability requirements.
• Knowledge of universal design and accessibility standards.
