Learning & Development Specialist – Organisation Development

About the role

The Institute of Leadership and Organisation Development (ILOD) is seeking a Learning and Development Specialist to shape organisation development (OD) capabilities across the Singapore Public Service. You will design impactful learning experiences, build vibrant communities of practice, and support public officers in strengthening their OD skills.

Key responsibilities

• Design and manage OD milestone programmes, workshops and learning interventions, evaluating learner satisfaction and impact.
• Lead the OD community by convening practice sessions, managing platforms such as the ODex Telegram channel, and curating timely resources.
• Conduct learning needs analyses, research emerging OD topics, and create digital learning assets, toolkits and infographics.
• Support whole‑of‑government OD capability development and contribute insights for the growth of the OD job family.
• Project‑manage programmes and related workstreams, coordinating stakeholders and ensuring smooth delivery.

Required profile

• Passion for designing meaningful learning experiences and building communities of practice.
• Strong stakeholder engagement and communication abilities.
• Ability to analyse feedback data and drive continuous improvement.
• Experience in public‑sector or organisational development contexts is desirable.
