Manager, Jobs & Skills (ICT, Skills)

About the role

The Infocomm Media Development Authority (IMDA) is recruiting a Manager for the Jobs and Skills role within its Human Capital Cluster. The Jobs and Skills Division works with multiple stakeholders to design, plan and implement ICT training programmes that develop Singapore's infocomm media workforce. The incumbent steers jobs and skills programmes so that the existing workforce stays relevant in a fast-changing technology landscape.

Key responsibilities

• Steer jobs and skills programmes, including upskilling through courses and industry-recognised certifications, anticipating future skill needs and reskilling employees to move into new or evolved roles.
• Work with industry to close the gap between demand and supply for advanced ICT skills.
• Co-steer initiatives from implementation to outcome reporting, presenting work to senior management and handling end-to-end operations.
• Build partnerships with tech companies, industry hubs, talent acquisition centres, IMDA divisions and other government and public agencies.
• Assess project proposals with industry partners, finalise project scope and manage budgets, funding utilisation and KPI reporting.

Required profile

• 5 to 7 years of relevant experience in project management roles, preferably in the ICT industry or public sector.
• Background in Business & IT, tech/engineering disciplines or equivalent.
• Strong project management experience, analytical and critical thinking, and ability to work in ambiguous, fast-paced environments with minimal supervision.
• Good communication (writing and presentation) skills; business development experience is an added advantage.

Required skills

• Good working knowledge of tech areas such as AI/GenAI, cloud and software engineering.
• Data storytelling with tools such as Tableau is a plus.
• Prior experience administering public or private grants is an added advantage.
• Learning and development or management consulting skills are an added advantage.
