Assistant Manager / Manager, Jobs & Skills (ICT & Media)

About the role

The Jobs and Skills Division of the Infocomm Media Development Authority (IMDA), part of the Human Capital Cluster, designs and implements ICT and media training programmes to build Singapore's digital workforce. It is looking for an Assistant Manager or Manager to review manpower trends, engage stakeholders and operationalise new programmes.

Key responsibilities

• Review data and insights on media and ICT manpower trends and challenges to shape policies and programmes
• Engage employers, industry associations, unions, training institutions, partners, internal IMDA divisions and other government agencies to understand sector needs
• Prepare internal submissions with assessments and recommendations, including presenting proposals to senior management
• Operationalise new manpower programmes by setting up processes, templates and guides for internal and external stakeholders
• Onboard industry partners, associations and training partners to train, upskill and create jobs for Singaporeans
• Monitor programme progress, including deliverables and budget drawdown
• Handle grant administration, evaluating outcomes against funding criteria
• Provide timely programme and project updates and reports to management and stakeholders
• Other duties as assigned, including stretched projects for staff development

Required profile

• 3 to 8 years of relevant experience in project management roles, preferably in media or ICT
• Background in Media, Communications, Technology or HR disciplines
• Performance-driven, outcome-oriented and meticulous
• Strong stakeholder management at all levels, internal and external
• Strong analytical and critical thinking, able to work with ambiguous problems

Required skills

• Good working knowledge of media content production and AI/GenAI
• Data storytelling with tools such as Tableau, or experience administering public or private grants, or management consulting skills (added advantages)
